Tinkles requiring Charles' research as a ransom for the Brodys, and canines around the globe put together at a meeting, led by a Mastiff. When the assembly chooses not to give up the formula, Lou faces Butch. Revealing that he was abandoned by his owner, the unsympathetic Butch leaves Lou behind. Desperate, Lou brings Mr.
Butch, understanding what has actually taken place, stages a raid of Mr. Tinkles' factory where mice are being prepared to spread out the mass-produced allergic reaction. While Butch, Ivy, Peek, and Sam fight Tinkles' feline forces, Lou releases the Brodys and Calico, who was betrayed by Tinkles, exposing to the household that he can speak.
Butch saves the apparently dead Lou, tearfully confessing that Lou was ideal to like his adoptive family, and Lou awakens. He decides to return to a regular pet's life with the Brodys till he can function as a full-grown agent. Lou's doghouse was recorded on Stage 1, Mr. Mason's workplace and the interior of the tree gathering factory was shot on Stage 2, and the international meeting with the canines was recorded on Phase 3, while the yard of the Brody house was shot on the studio backlot, and the front exterior of the Brody home was recorded at 1661 W 45th Avenue in Vancouver.
